Can a final paycheck be withheld due to unpaid Reimbursement Agreement?

First off, I'm in Arizona. I signed a Reimbursement Agreement with my former employer for off-site training. It noted the amount as $5000 total and said that that is to cover air fare, lodging, etc, as a whole, none of those were itemized amounts. The agreement was for a total of 24 months, the cost of reimbursement to me going down 25% every 6 months stating that I would pay back the amount if I was terminated or left before that time. I resigned without notice before the 6 month anniversary of the training. Beneath my signature it says that by signing I agree with the pay back timeline. I understand that my paycheck can be withheld if, "there is a reasonable good faith dispute as to the amount of wages due, including the amount of any counterclaim, reimbursement, recoupment or set-off asserted by the employer." According the Arizona State Labor Department website. The agreement I signed says absolutely nothing about when and how I would reimburse the company. Would this fall under a "Good Faith Dispute"? Would they be able to deduct money from my final paycheck, or take all of that paycheck?
