Can my employer make me claim more money than I make?

My restaurant recently began requiring the servers to tip out 3% of our sales. Most tips are on credit cards and many nights we go home with less money than we are forced to report. For example if my sales are $1000 and everyone paid and tipped with a credit card and my tips are $100 I have to tip out $30 and go home with $70 but we are required to claim $100? Also the kitchen and hosts who get our money do not claim anything. What can I do?
