serverance after merger but job still present

Facts:
1) No formal severance policy at seller company
2) less than 100 employees in US
3) Verbal commitment of 3 months severance upon merger completion
4) Outplacement services offered

Question: If my job continues at the same site under same conditions, am I entitled to severance(3 months) in addition to normal pay?

That being said, if you have a verbal promise to provide you severance, what is it being offered for? If you are giving something to the employer in return, such as staying on instead of taking a new job, you may have an enforcable contract for severance.
