Job Offer Contract

I was offered a position that was a promotion in my current company but because of special rules during a recent merger was told by hiring manager (senior executive) that I would have to take a lateral position, but would be given the promotion in 4 months (when special merger rules no longer applied). The official job offer showed the lateral offer which was consistent with the merger rules. Hiring manager, who has since retired, will verify oral contract existed. I gave up a significant severance package. I've been trying to resolve for over a year with no real progress.
