I was fired from my job. And i was expecting my check they hold back at the beginning. It never came. 2 weeks later, they hired me back. But i was still expecting the held back check because they said they had terminated me. I never got it, so if i happen

This is a state ran facility. And my mistake made the owner have to be investigated by the state. He didn't like that. Supposedly state said i should be suspended, but he fired me then. While waiting for checks to come through i got hired back. Still had to do some of the rehire process. Is there some clause that he doesnt owe me my first weeks check if i get rehired back.

If you performed work and you are/were a nonexempt employee when you performed the work then you are entitled to your wages even if rehired.

There may be some separate legal claims regarding the termination if you were a state employee. Might be worth talking to an employment attorney in your area.
