I received only 30% of my bi -annual performance bonus, though criteria met. What can I do? .

And instead of pay raises, adding to my bonus was my only source of gain over that much time.
The company was notorious for not giving the promised bonuses.
The program wasn't clear and evolved over time in the companies beat interest.
Bonus compensated for lower than local industry salaries.
