My employer is withholding my 2017 bonus because I will not be employed on the date bonuses are given. What recourse do I have?

I was told after resigning that I will not receive my previous year's bonus, despite having met all criteria and working 200+ hours of unpaid overtime. The employer stated that only employees who are active as of March 31st will be paid any bonus awarded for the previous year. The bonus is discretionary but there is no mention of the date requirement in my contract.

The answer depends upon the terms of your contract and policies that may be incorporated into your employment contract. I urge you to arrange a consultation with a lawyer to review the terms of your contract and bonus plan descriptions.
