Can my PA employer take away 50% of my banked PTO time?

I have been at my employer for 17 years and have over 280 "banked" PTO hours. Company policy has always been that once your regular PTO has been exhausted, you can use your banked time, with the General Manager approval. Recently a decision has been made (with no employee notification to date) that when using your banked time, you only get 50% of it. So if I use 40 hours banked time, I will be charged for 80 hours. Two employees just found this out the hard way! Is this legal in PA?
