Can an employee be forced to use PTO for paid Holidays?

Our employer has decided to close for the christmas holiday on December 24th but instead of allowing us the choice of working or taking the day as unpaid they are making us use one of our PTO days? Can an employer close it's business but make you use the PTO time?

Unless the employer's PTO gives you the right to take unpaid days off while you still have PTO available, the answer is "probably no." That is, I am not aware of any law that prohibits an employer from requiring you to use available PTO during an employer mandated shutdown.
