Can an employer withhold a paycheck indicating that it covered the moving expenses?

My employer indicated I should put all moving expenses on a company credit card as I am a recent college graduate and was moving from Washington to California for employment. After 1 pay period, no paycheck was received with no indication as to why. I am usually paid twice monthly (as I was employed during my final year of school). I asked if there had been a problem with payroll because of memorial day weekend when my manger let me know that the expenses for moving had been taken out of my second paycheck without previous notification. Is there anything I can do?
