Can an employer force employees to take accrued PTO for a plant shutdown on short notice?

I have just been informed today June 6th, that I must take off the 1st week in July and the 1st week in August off for a plant shutdown due to a slow down in production. I work in the purchasing department as a buyer. We have been given the option of borrowing PTO up to 16 hours if we do not have the required 80 hours or taking the unearned PTO time as unpaid, Does the employer have the right to ask this with only 4 weeks notice?
