Can an employer dock our paycheck?

Hello
Is it legal for an employer in CA to reduce the hourly rate of an employee that has been calling in sick and having personal issues a bit too often? This is being done for a "probation" period. This person is being paid less than he was originally hired for.
Also, now the owners keep threatening this kind of punishment for other situations. All employees are supposed to take certain certifications, so they are threatening to reduce pay of those who don't take the necessary tests, etc.

Is any of that legal?

Yes they can as long as it is not retroactive and the new pay is at least minimum wage.
