Can my emplyer, who receives state funding, dock me for two days when I missed one due to illness?

I missed 4 days total and brought in a doctor's note.
My employer is going to dock my pay for 8 days because he says July is a blackout month, and employees may not be absent during this time.

I am salaried and exempt. I get 10 sick days per year and have already used one as of July 1. The sick days may not be used in July or December.
