Can a contract employee be terminated twice for the same reason?

Can a contract employee be terminated twice for the same reason, and if so, which 90-day termination notice would apply?

By the way, the second termination was written by the president of the company, who had ultimate decision power, while the first letter came simply from a vice president. The second letter gave 90 days from that day.
