Can I be denied an opportunity to interview for a promotion in WA state, on the basis of not wearing pantyhose under a knee-length skirt as was supposedly stated in our employee contract?

I was never given a copy of our employee contract that contained this rule and nothing was ever said about it at the time that I failed to wear the required pantyhose.
