Can an employer in California require a woman to wear panty hose or knee high stockings UNDER her pants?

are men required to wear stockings under their pants?

the practice sounds to be discriminatory. some rules have logical and sustainable purposes, such as not wearing open-toed or backless shoes on a shop floor. but unless there is some compelling health or safety reason for the rule (which i cannot imagine would apply only to women) the practice is probably discrimination under both state and federal law.
you can file a charge against the company with either the eeoc, in los angeles (which is listed in the "united states government" pages), or the california department of fair employment and housing, which is listed in the "state of california" pages of your phone book.
