Retro pay?

Husband works for an international company. Has worked for them for two years. Back in Feb 2016, he interviewed and received a new position within the company, along with a pay raise and shift differential. He started that new position on March 3, 2016. We are now 8 months out and we are STILL waiting for the conversion to go into effect. He worked the last 8months at his previous hourly salary. Do they have to pay retro pay or the difference in the pay rate? We live in Texas.
