My employer did not pay for my vacation.

I took a week of vacation on January of 2018. My employer never paid me that week. I already took a second week vacation on June (this last one was paid). Now my employer informed me that I do not have more vacation for this year. After explaining that I am still having one week of paid vacation because he never pay the one on January, he just said that he will pay me 4 days from the week in January. Is this legal? I mean, he is paying almost seven months after the fact. Also in the employee's handbook it specify two weeks pay vacation and 6 sick days. But now he is saying that sick days and vacation days are the same.
