Is being told I cannot speak to my boss without HR present a form of retaliation.

I told HR of an incident where I was groped by my boss on a business trip. The only response I received was that my boss did not recall touching me. Soon thereafter I was required to attend biweekly meetings with my boss and HR. I was told that I could not talk to my boss without HR unless if it was about my projects. Is this retaliation?
