Is a state government employee covered under United States Federal Whistleblower protections?

I have a question regarding health and safety conditions at my place of work, for the state of california in a safety sensitive position. I made a complaint about safety devices that were malfunctioned and caused a danger to the traveling public. I was retaliated by my supervisor by being placed "off-pay" status He wanted me to make a unnecessary operation (not for legitimate governmental function or reasons). I elected to request leave for that day and the following day when I returned to work I was separated from my position and replaced.

If my occupational duties are in direct relation to maritime activities and regulated by the US coast Guard, am I protected by Federal Whistleblower protections? Can I then make a claim against the State of California in Federal court that is not barred by sovereign immunity for tort claims?
