If a white male feels discriminated against by employers, is it grounds for an EEOC lawsuit?

If a white male employee gets passed up for a promotion to two black males who are not qualified, is it discrimination? These two black employees have been repremanded several time for stealing from customers and poor preformance. Then, these two employees get promoted into higher paying positions that the white male has applied for as well. White male gets denied, regardless of his exellent preformance. Please help!
