I was told by another attorney that my husband would not be eligible for the additional $600 unemployment compensation under the Cares Act because he does not have a green card and based on Substantial Presence Test. He is authorized to work in the US, he has a social security number and he pays taxes with that social security number. Is this true that he isnt eligible for the additional $600 when he is laid off?
