HSA contribution failed on final paycheck. Is employer still required to pay?

I recently left a job. On my last paycheck, I had designated an amount to be contributed to a health savings account (pre-tax). This shows up on my final pay stub. However, the deposit to the HSA failed due to an issue with the account at the bank and the money was returned to my former employer. They cannot complete the contribution since I am no longer eligible for the HSA under my new health plan. I requested the money in a check instead, but the employer is not responding. Am I still owed that money, even though it failed to be deposited to the HSA?
