Former employee harrasment.

I was laid off on 7/7/06. I had a company issued cell phone, which I turned in. On 8/29/06 I received by mail from my former employeer a copy of the phone bill with a note stating " I authorized the transfer into your name & home address, The next bill will come directly to you & you must pay. I called the phone co. & confirmed the name transfer, and I told them no and put it back. I thought this would resolve the issue. I now have received a 2nd invoice. Is this harassment?

Was their discriminatory/retaliatory animus?

I'm only licensed in California. I don't know about your jurisdiction. The following answer assumes California law.

The motivation behind the harassment is the key. If it's (a) discrminatory, based on race, gender, disability, religious creed, medical condition, etc., or (b) retaliatory, based on your blowing the whistle on criminal/corrupt/discriminatory conduct, cooperating in an investigation, etc. There could be other legal causes of action, but more info is needed.
