Could this be retaliation?

I work for a summer camp/retreat center. Last summer I was onsite part of the time (in the role of assist. director), the rest of the time in the office. While onsite I witnessed my boss (the director) correcting/belittling staff rudely in front of other staff and campers. She also took a sick camper to run errands with her, when she was supposed to be meeting the kid's father to send him home. There were multiple other issues I reported to both her supervisor and the HR director.
My hours have since been cut to 75% from 100% and my job discription has been changed. She claimed to be changing it because of restructuring, but she also told me it's "because we have different management styles that other people can see, so we cannot be in the same place at the same time." I am now relagated to the office and will not be onsite at all this year.

It may be retaliation for something - but whether the retaliation is illegal is a separate question. Your question does not contain enough facts to make a determination if the retaliation is based on an illegal motive.
