Can my employer make me take all my PTO at the end of the year instead of letting me cash out?

My employer states that I have to use all my PTO by the end of the year since they will not let me carry it over to the next year, nor will they allow me to cash it out. Can they legally make me take my unused PTO at the end of the year?
