Can my employer make an unauthorized deduction from my paycheck for being late?

I am four weeks into a new job and was two minutes tardy clocking in on my third day. I just received my second paycheck and my employer docked me 25 cents per hour for the entire pay period for that single tardiness. He also included a handwritten letter explaining this deduction and why. Is this legal? No employee handbook was ever signed nor was this ever discussed as a policy. I simply opened my paycheck yesterday, notice the deduction and his handwritten note explaining why.
