Can a boss retaliate if employees ask questions about budget?

A group of workers got together wondering what the budget is, how it's different from past years and what the operating costs are vs. the incoming money. When the bosses were approached they were outraged we would ask such things, screamed at the representative of the group and said that things would be changing. The boss under them says that there are going to be consequences and things wouldn't be the way they are now. It didn't seem like what we did was wrong, a lot of employers share budgets with their employees.
