Can a Holiday Pay policy change affect new hires but not current employees?

Good afternoon! I am an Office Manager for a Texas employer. The owner here wants to change the Holiday Pay policy by reducing it from 5 paid holidays to 2 paid holidays for current employees, and omitting Holiday Pay completely for new hires after a certain date. Is this something that can be done legally, or would it be considered discriminatory?
