CA employment law: coworker was allowed to clean up my cluttered desk with manager approval.

Admittedly, my desk was horrendously cluttered [but not a health, life, and safety violation]. It does not directly affect any other coworker desks or affect my productivity. In fact, my desk situation was the product of working non-stop on various projects and requests by management...outside of my regular duties. To add, coworkers regularly left items and trash on my desk when I wasn't present. My manager did request that I clean the area, but I rebutted that I cannot if coworkers keep leaving their 'trash' upon my desk every week. Its not that I ddin't want to clean my desk, but was a matter fo principle and fairness. Now, the same manager allowed a coworker to start cleaning my desk unnanounced before I had a chance to readdress the situation...on my own terms. This coworker stated he will continue with my neighboring coworker's areas [in the presence of the manager] which are equally cluttered. Let me add, the clutter is an effect of the department not giving us significant storage space for our materials, tools, and specialized equipment. I work at a hospital which always gives priority for toys [we're a Children's Hospital], overabundance of IT/IS equipment, and cowars to demanding contractors. The administration doesn't understand the immense amount of materials and personal items each of us accumulate to properly perform specific tasks to keep the hospital operational. This is the reason behind the dearth of proper storage areas within our department...and the need to store items at our desks. I've mentioned this problem to managment plenty of times.
Given the above, is there a California workplace violation perpetuated by my coworker being allowed to clean up my desk [with personal and work property] and that of others?
