taxing and pay and possibility of paying for consultation

If an employer is taking taxes out of my check but I have not yet filled out a W-4 what can I do? He has not even issued my irst heck which was due to me on the 15th of June and is trying to take out 25% for taxes.

Employment Taxes

Fill out and give your employer a W-4. If the employer has not paid you, I advise that you go to the Texas Workforce Commission and file a claim under the Texas Payday Law. You may also want to find a different job, this employer doesn't sound very stable if it's already behind in paying you for wages that you've already earned.
