If this is literal then I think there would be a policy on this. There is no general statute that I am aware of, and it is typical for many employers to "hold" pay until someone have worked in the pay cycle that is being paid to all employees. This can result in a 2 week hold, but it is usually a rolling hold. If this is true please see an employment attorney with the documentation that you have.
