government un-fair hiring practice, grounds for lawsuit?

County commissioners approved full time new positions, the county rolled over temporary employees who averaged over 32 hrs week, regardless of qualifications, then opened up remaining open positions. I have been doing the current temp position for 8 years and did not get the position, instead it went to less qualified people. Is there a law against this and can I ask for records on how HR came to this decision?
