Wrongful Discharge

My question is about healthcare law and non-compliance with the medical staff bylaws. Would non-compliance with the requirements in the medical staff bylaws be a violation of law? For instance, the medical staff bylaws contain specific criteria that must be met in order for a physician to be approved to be a member of the medical staff and approved for privileges. Onl y the medical staff can revise the medical staff bylaws laws with final approval by the hospital governing board. if the administrative staff instructs employees to make an exception to the bylaws without the knowledge of the medical staff and it affects the credentialing criteria of that physician, is that a violation of law or just a violation of a regulation? What effect would that have on an employee that was terminated for reporting that violation?
