Will I Qualify for Unemployment as a W-4 Employee (with a contract)?

I signed a 12 month contract with employer. I completed a W-4 upon being hired. It ended in December of last year. I've still been working for them, still getting paid. Been working under the lapsed contract. I suspect they're preparing to submit a new contract (that will be less pay, PT instead of FT hours and drastic reduction in job function).

My question is if during negotiations I do not want to accept the terms, and we can't come to an agreement (negotiations stall/end), if I decline the offer and vacate the job can I apply for unemployment? Does this mean I actually quit? Employer has been paying into unemployment and we're an At Will state.
