Someone working at City College of San Francisco was "bumped" (female, age 66) from her job due to layoffs elsewhere in the City system. Any worker City-wide of her classification number with more seniority could immediately take her job with two weeks notice without an interview or application or anything, which someone did. As a "bumpee" she should be on a list of priority re-hires but the City is eliminating that classification number (by lowering both the number and the pay). There seems to be provision for this situation in the Civil Service tome, but she has been denied recourse. The Civil Service rep told her that the provision doesn't mean what she thinks it means and, basicallly, "too bad." The Union, to which she was forced to pay $800/year for more than a decade, will not speak to her because she's no longer an employee. Others among this classification number might join her for a class action if only she could access the information as to who they are.
