What are the laws concerning promised severance pay and going back on that promise?

My company was bought out by another company. The new company said we would all be laid off at the end of 30 days, and that they would give us 2 weeks severance. The end of the 30 days will be Nov. 5. All of the employees who had been let go have found a new job that starts Nov. 6. The company that promised the severance pay is now going back on their promise and saying they won't pay out unless everyone works until the 17th. What can we do? The announcement was made to the group. There is nothing in writing. Could the employees that are affected threaten to sue if they company doesn't follow through? Thanks!
