Voluntary Layoff denied by management

Our entire company was given the option of taking a voluntary layoff to help with labor reduction efforts. Each employee received a letter with a severance package included based on years of service with an extra incentive. I want to take this package but my manager said they have the right to deny me and plan to do so. I feel this is unfair to offer this but not actually allow me to accept the offer. What recourse do I have to get them to accept this? I know they do plan to lay off people from my department, but they just don't want me to take the offer. How should I proceed?
