Should I receive a 1099-MISC for a Labor Board judgment paid to me by my former employer?

I won a Labor Board judgment against my former employer for unpaid wages. I received the full award over a 6 month period in 2017. I received a 1099-MISC from my former employer with the full amount of the award listed in Box 7. Is this correct? The full amount of the award was included wages and penalties. Should my former employer send a corrected W2 instead? How would the penalty then be reported?
