I am a long term worker for a govt agency. I was charged w/ falysfying a document. The section I work has no manual and does policy changes with emails etc. I had a Skelly Hearing a year ago. The only response I have had from management is to retire. Now, they are auditing my work - to find new issues and make a new charge against me. Can they do this? The last proposal I got was 4 months ago - retire or you will face new charges. HELP

The initial charge was never resolved, yet they are looking at new charges. Can management not resolve the initial charge, and present me with a new charge its been a year since the Skelly hearing. My union rep was told bye management that they where no where close to making a decision on the initial charge or any new charges. They also told my rep that since I am on paid administrative leave there is no urgency to resolve my case.

It's unclear from your question what happened to the intended discipline after the Skelly. There's an inference of age discrimination here. I'd suggest you talk to a lawyer with experience representing government employees. Try the "Find A Member" tool at www.cela.org. Good luck.
