Relocation Repayment for a Temporary Foreign worker

I was transferred to the the US on an L1-A visa by the Employer last year. (Resignation in my home country and fresh offer in the US).
However I have resigned because the role offered to me did not materialize and I got a better opportunity back home.
At the time of my relocation, I signed paperwork which states that I should repay the relocation lump sum allowance if I leave my Employer in the US. After my last working day, I go out of status and have to leave US.
Am I legally bound to repay back the lump sum allowance?
And my Employer is actually laying off lots of people!
