Negative PTO and Unemployment

Negative PTO and severance Pay. I was required to go into negative PTO because the company did not have any work. Soon after I was dismissed with a severance pay of two weeks. The negative PTO was taken out of my last paycheck (so Zero $ is was I got on my last check) Can I apply for unemployment a week earlier because I technical did not get payed for my last week?
