My employer wants us to send our Testimonial requests to our clients, and dock our pay if we dont meet a quota each month. Is this legal?

My employer wants us to send our Testimonial requests to our clients, and dock our pay if we dont meet a quota each month. We will get a small bonus if we do get the quota, but im concerned we are docked if we dont get them. Is this legal?
