Employer forcing resignation. Is this legal?

My employer sent me a certified piece of mail Stamped on the 5th of November that said “respond or get in contact with us by the 15th or we’ll accept it as your resignation. When the mail was delivered to my mail box it was already 4 days past the respond date. So I let them know immediately that I had just received it in my mail box on on the 19th. And that in NO way did I want to resign. I even told them that I had proof from the mail office of when it was delivered. I also still have the green card that the mail man was supposed to send back to my employer as proof of delivery. Well she didn’t care and stated they were still accepting it as my resignation. Is their legal?
