My company changed my pto rate when i was promoted. I never signed anything and i would not have accepted the promotion had i known i was going to lose 10 vacation days a year. is this legal?

The contract that I signed says I should be accruing 16 hours of PTO per month, equaling to 25 or so days per year. now I can only accrue 15 total per year and I accrue as if I am a 1-year hire when I have been here 5.
