My 63 yr old mothers position was eliminated. Employer forced others to sign resignation and reapply for another position, my mother refused and now they are denying UIB. Is there anything she can do?

My 63 yr old mothers Home Health Aide position was eliminated at the Assisted Living Facility. Employer forced others to sign resignation and reapply for a CNA position in the Nursing Home, my mother refused and now they are denying UIB. Can they get away with that?
