Is my old non compete non executable?

I'm in a sales role. Back in 2011 I signed a non compete agreement, but my CEO NEVER signed it. It had 36 months non compete/non solicitation & NO geographic territory. In 2016 company sold. I was asked on many occasions to sign new non compete but I politely refused & they forgot. I went to work for new company closer to my house & lost big time commute company just so happened to be a competiti. I have now been at new company for 7-8 months. Every few months that previous company calls me& harasses me & now harassing my new employer (of 7-8 months). I have NOT gone after their customers & my company has NOT taken a single client. Is my previous non compete from 2011 (original owner - before sale company) with NO CEO signature & only non executable or void?
