Is it retaliation when I was fired when my boss found out I was requesting a meeting with her boss?

I was gathering facts relating to my supervisor's job description, possible legal violations relating to fraud and HIPAA. Myself and several other employees were planning on meeting with the supervisor's bosses to discuss our issues. When my supervisor found out I had sent an email to my liasion requesting information, she fired me for insubordination and breaking the chain of command. Is this a form of whistleblower or retaliation?
