Is it legal to reduce my hourly salary once I reached a higher salary?

I have 3 years working as a Bilingual Spanish logistics representative and I was promoted to a higher level with an increase in my hourly pay 1.5 years ago- Now my employer wants to reduce my salary again arguing I am not working the program level III that I reached before. Even when my quality scores are 100%. My employer wants to reduce my salary to the one a earned when I started working with the company. Is this legal?
