Is it illegal for a less qualified person to be promoted based on third party favoritism?

A male U.S. government manager is the selecting official to fill a vacancy. He has a relationship with a female manager who is under his supervision. There is a vacancy for a third position to be filled. The selecting official promotes the hand-picked, less qualified, childhood friend of the female manager over more highly qualified candidates. Is this favoritism illegal?
